Tinted windows of cars become another reason for accidents, said Eduard Hovhannisyan, Chairman of the “Achilles” Center for the Defense of Drivers' Rights NGO, by touching upon the toughening measures taken by the RA Police relating to car windows’ tint. He thinks that the cars with tinted windows are dangerous especially for pedestrians, “When crossing the street you are looking at the driver in order to see whether the driver sees you or not, as you see a completely black car. And you don’t know whether the driver is looking at you, or he has turned his face or he is smoking.” He reminds, according to the law adopted still in 2007, the windshield of a car must be tinted 75% and side windows of a driver must be tinted 70%, the tint of other windows isn’t set by the law. Mr. Hovhannisyan notes that tint of windows was formerly checked with special device, but at present the police state that all the devices have broken down, “Still I don’t understand why those inspections stopped and now all the citizens tint the windows of their cars. I am asked why the inspections have restarted, but why not?  Permissible tint is also an international norm.” According to Eduard Hovhannisyan, when the police start the inspections, but it isn’t clear when, the police cannot fine 55 000 drams (minimum wage), as they don’t have a relevant device.
