Constitutional Court began discussing the suit by Artashes Geghamyan, the former candidate for presidency. Geghamyan demands CC to declare invalid the results of February 19 elections as well as CEC decision on the second round, based upon February 25 CEC final protocol.

CC member Felix Tokhyan informed he demanded CEC for 5 groups of instruments for examination -the final protocols of all the Divisional Electoral Committees, copies of special standpoints of DEC members, reference from 56 DEC on irregularities in appropriate polling stations.

CEC appeared before CC without those papers.

“Why?” , CC Chairman Gagik Harutyunyan wondered. CEC representative Gevorg Nersissyan said there were objective reasons. “Because of intensive manner of working” , he added.

CC Chair made CEC representative produce the documents on Monday.

When hearing the suit, Geghamyan’s representative Eghishe Hovhannissyan said 49 articles of Electoral Code were broken during preparation and carrying out of elections . Mr Hovhannisyan thinks violation of those articles had influence on election results, so the real results of elections can’t be restored.

18 a decision on February 20 was dwelt on. Under it CEC Chairman Artak Sahradyan announced for the second round without publishing the preliminary results. Because of that decision, Geghamyan’s equality in rights towards other candidates was broken, other representative of Geghamyan says. Felix Tokhyan wondered how.

“We were given no right to appeal against the irregularities on February 19 and 20 in First Instance Court” , they answered.

CEC representative Gevorg Nersissyan informed CC that 18 a decision was of personal character, i.e., it was made to regulate some contradiction in Law.

CC Co-Chair Vladimir Hovhannissyan wondered: “Are You saying You made decisions to meet demands of some articles of a Law, by breaking demands of several articles of that Law?” . Nersissyan’s reply was sensational. “To solve some problems we must evade some Laws” , he said.

CC member Felix Tokhyan wondered when CEC representative had concluded a contract with CEC. “Yesterday” , he said. “Do You have any experience of working with Electoral Code? ” , Tohkyan raised the next question. “Only the one for elections on institutions of local government. There is no experience on presidential part” , he answered.

CC Chairman postponed the session till Monday.
