Detention Facilities official Samvel Hovhannissyan said Thursday Armenian Justice Ministry had instituted regulations concerning public control over detention facilities.

Observation council of at least seven organizations is to be set up. The council is to be empowered to enter penitentiaries without any warning.

“Unfortunately, since last year July only five organizations have appealed to be included in the council”, Hovhannissyan said.

Organizations’ representatives were once bared from entering jails as authorities had plenty to hide, he said. In his opinion, today, when they are given access to penitentiaries, their interest dwindled.
