”Everything is money”, Vladimir Pryakhin, head of OSCE Yerevan Office has said today at the conference. According to him, OSCE offices in Armenia and worldwide always obtain off-budget money to implement projects. By his words, the sum envisaged for the programs fulfilled in Armenia twice exceeds the budget allocated to the office.

Mr. Pryakhin didn’t answer the question over Karabakhi conflict reasoning it is beyond his commissions.

Vladimir Pryakhin announced that OSCE had actively watched the developments in Armenia at the passing year, made statements and suggestions to assist the dialogue between the political powers, protection of civil freedoms and human rights, and fulfilment of Armenia’s obligations towards European structures.

OSCE Yerevan Office is going to support the Armenian Police. About 2 million Euros are planned to use for that purpose. Now the office conducts money collection appealing to OSCE member states and donor organizations.

”I wouldn’t like to find myself in Police”, Pryakhin said. By his words, Armenian Police acts well but not quickly. As the Armenian officials have told him, the reason of it is lack of cars and petrol. Under the project, 50 cars will be allotted to Police. Besides, it is planned to train the Armenian policemen to work like their Swedish colleagues and to explain that one must not take bribes.

At the end of the conference Mr. Pryakhin said that the next meeting with journalists will take place on February 9, 2005. The 5th anniversary of OSCE Yerevan Office is that day.
