Manvel Badalyan, Chairman of Public Service Council, assures that he respects speech freedom and press pluralism equally with independent Mass Media. Today he has been the guest of National Press Club.

Manvel Badalyan had to talk about own dissident orientation when he was asked if he conducted censorship peculiar to the Soviet one in “Civil Agent” Official Newspaper.

”It’s a creative work. I have no right to meddle in. It has been this way from the very beginning. I haven’t met the Editor-in-Chief for a month. This proves the newspaper hasn’t been censored for a month and more”, Manvel Badalyan said.

Chairman of Public Service Council cited all the structures, which more attract the would-be civil agents – Justice, Education, Energy Ministries, President’s and Government Staffs, Departments of State Property Management, Migration and Refugees, Commission for Coordinating Public Services.

He affirmed the information that people leave the public service system because of low wages. “Under Government project, it is planned to increase the salary for civil agents from 20.000 drams to 30.000 in 2005 and up to 45.000 drams in 2006. This will restrain the drain of specialists and will make the system more attractive”, he said.

According to the information Manvel Badalyan possesses, there are 300 vacancies in the public service system now. Mr. Badalyan announced again that no high official can hamper openness and transparency of a tender for civil agents.
