A story of elections
The RA Central Electoral Commission today decided that only citizens who have registered in the Daranak community before the date of appointment of the new elections (10 February 2011) can be included in the list of voters and take part in the re-election to be held in Daranak community on March 27.
This doesn't refer to those citizens who have registered in Daranak community for marriage, no compulsory military service or acquisition of real estate in that community.
According to the CEC press service, this decision was taken because the appointment of a re-election doesn't solve the issue connected to the Daranak community elections and the number of voters was artificially increased in the voters' lists.
Let us remind that the elections for community head and members of the council of elders were appointed by the February 27 decision of the governor of Gegharkunik province. A new election was scheduled and the date of the vote was on 6 March 2011 in the timeframe prescribed by the RA Electoral Code.
To print the ballots, just 10 days before the vote (24 February 2011), the electoral commission of precinct N23 received a notice from the Vardenis group of the passport and visas department under the RA Government stating that there are 122 voters in Daranak community.
Guided by the demands stated in the RA Electoral Code, there was a request for 124 ballots for the community head elections and 124 ballots for the council of elders' elections.
Just two days before the vote (4 March 2011), the electoral commissions of the precincts and the polling stations were provided with the final lists of voters and it turned out that the number had increased by 59.
The vote began on 6 March 2011 at 8 a.m. and was stopped at 12 p.m. due to the lack of ballots. A protocol was prepared by the electoral commission of the polling station.
