IPSC doesn't solve neighbors' disputes
"We appeal to the court if citizens have problems with state bodies or local self-government bodies. Our advocate provides support, if a citizen appeals to the center and we see that corruption is at risk and that the citizen isn't able to protect his interest due to lack of information," IPSC Office Director, senior legal consultant, lawyer Marat Atovmyan told "A1+".
He assures that the court is not involved with cases that refer to disputes between citizens.
According to him, there have been cases when a citizen has had a dispute with his neighbor, friend or another individual and has appealed for consulting.
"We have helped them with advice on how to prepare a lawsuit or have provided them with samples of lawsuits," said the IPSC Yerevan Office Director.
Marat Atovmyan says the center doesn't provide other judicial support when it comes to a case filed by a citizen against another citizen because that is not the center's mission. The center may provide support only if the citizen is in a difficult situation.
No less than 100 citizens appeal to the IPSC on a monthly basis and there has been a month when there were 176 citizens.
"They appeal to us with disputes between neighbors and relatives related to inheritance, divorce, land, homes and property," said Mr. Atovmyan, adding that very often people come to the center because they are in need of attention.
Created in 2008, the IPSC provides legal support or simply consulting for citizens in three directions with 11 support centers nationwide. According to Marat Atovmyan, the center supports structural and procedural reforms.
"For example, we have noticed discrepancies between several articles of the RA Civil Code that refer to a custodian handing or alienating property. We appealed to the Ministry of Justice, which sent the case to the Ministry of Labor and Social Affairs and after that, we received a short response that there was no discrepancy. Now we are thinking about addressing our considerations to the prime minister," said Atovmyan.
