Artashes Hovsepyan, 75, has been residing at the 099 shack located at Gertsen Street for several years now. He is a lonely pensioner and has serious health problems. For the past month, he has been in bed and can't move or eat. His sister and neighbors take care of him, but his sister also has health problems.
