Are there trifle things in budget?
Economist Tatul Manasaryan finds it natural that opposition forces of the Armenian National Assembly are complaining of the draft budget for 2013. The economist has observed certain problems which could have been presented in a different way.
"The budget must be programmatic in nature. They needn't pay attention to trifles. Instead of demanding money they should propose promising programs. In this context, I consider the approaches of development of the 2013 draft budget to be highly positive," the economist told a press conference on Wednesday.
At the same time, Mr Manasaryan says the planned funding is insufficient for a number of sectors, including sciences. "Science needs serious reforms to become more competent and to improve its services," he said.
Regarding the achievements and problems in the country's economy, Mr Manasaryan said double-digit growth has been recorded in the country's industry in 2012. However, he says the progress cannot be commended as long as unemployment keeps escalating in the country, which, unfortunately, is leading to emigration and brain drain.
