If Armenian-Greek “ArmenTel” enterprise were set up at the present time, the legal bases for it would be different. Armenian Justice Minister as well announces it: “If a new licence were worked out now, believe me, it wouldn’t be the same”.

As to the license in force, it turns the quarrel between “ArmenTel”, Justice Ministry and organizations rendering IP services arose because of poor knowledge of English of the Armenian side.

The reason of the quarrel was the fact that in the contract made in English the word “access” was translated incorrectly. Minister is sure the wrong translation enabled IP companies to provide Internet phone communication while they hadn’t the right to do it.

Why didn’t “ArmenTel” perform the right of rendering a cheaper Internet phone communication to present day? Why isn’t “ArmenTel” punished for not using the right? “It’s the obligation of “ArmenTel” to fulfil the exclusive rights provided by the licence”, Harutyunyan said.
