Good method, but not working?
"The units that the system gathers will help determine how much doctors' additional salaries will be, and that will be a lump sum of 13-70,000 drams," Head of Information and Medical Services Procurement Department at the RA Ministry of Health Samvel Kharazyan told "A1+" today.
"No medical institution has received the additional sums yet. We are calculating to determine the sums," said Samvel Kharazyan.
This system of funding and payment, which is based on the executive, was introduced in 2009 and started fully functioning in 2010. The results showed that according to the executive, 63% (204 institutions) of medical institutions receive funding and that, according to Samvel Kharazyan, is a high indicator.
"Whereas the population used to be enlisted at a concrete polyclinic and to a certain doctor, now citizens can choose their doctors. This will lead to the rise of quality of competition and doctors," said RA Minister of Health Harutyun Kushkyan.
A doctor of one of the polyclinics said the new program had increased the paperwork.
"This is a good method, but it's not working. It was supposed to get rid of paperwork for patients and doctors were supposed to see the patient's background through a computer. However, we are still filling out papers and there is only one computer at the polyclinic."
Samvel Kharazyan mentioned that they couldn't provide all polyclinics with computers due to lack of funding.
