Ombudsman sends legislative proposal
Armenian Ombudsman Karen Andreasyan has sent a legislative proposal to Prime Minister Tigran Sargsyan and heads of parliament factions.
The complaints addressed to the ombudsman show that commissions responsible for establishing disability criteria frequently fail to register people with disabilities. After examinations they remove or replace the disability degree, without taking into consideration their deteriorating health condition. Individuals with medical records attesting their serious health problems are not often registered as disabled people on the grounds that their disease or impairment does not meet the disability criteria defined by the legislation.
The ombudsman blames this ambiguity on uncertain disability requirements as a result of which medical examinations in many cases are impartial and arbitrary.
