“The Constitution makes no provision for the TV and Radio National Commission State Body. It means that the law on TV and Radio runs counter to the Constitution”, says Ashot Bleyan, the head of Human Rights and Basic Freedom Defense social commission. He announced that the Commission decree on frequencies competition was of illegal background and is to be invalidated.

Ashot Bleyan tried to substantiate the Commission activity with the articles of Armenian Republic law on TV and Radio."Why the Commission hadn't announced a competition on that frequency range 2 months before "A1+" TV Company licence deadline?". "Why the Commission hadn't fulfil the law demand and hadn't represent the report on its 2001 year activity to the Parliament before 1st the March as the order is?".Instead the Commission had announced about regular competitions on any free frequency thus organizing artifical competition on the frequencies occupied by "A1+" and "Noyan Tapan" TV Channels.

Ashot Bleyan called the present people' attention to that the competition on the free frequencies provided by the law hadn't been announced about".Ashot Bleyan announced that "Public against Wilfulness" action would start tomorrow.
