SHAVARSH KOCHARYAN:"THE COMPETITION ON FREQUENCY RANGES IS TO BE INVALIDATED"

Social

Shavarsh Kocharyan, the head of Science, Education, Culture and the Youth Matters Committee of Parliament announces that all the competitions on frequency ranges are to be invalidated as the competition order and the announcement for competition run counter to the Law. Shavarsh Kocharyan as well the co-author of the Law on TV and Radio asserts that it was not marked in the Law that projects or summs invested were engaged in competition. Mr. Kocharyan noted one by one all the points of the Law that had been infringed by the Commission when determining the order of the competition execution and announcing about the competition.

First, only one competition on all the free frequencies at that moment was to be announced about. As Mr. Kocharyan thinks the Commission infringed the Law and fixed separate competitions."Claims are handed for all the frequencies and the frequency range is submitted to the winners' approval",- notes Mr. Kocharyan.

By the way, the action brought in by "A1+" TV Company proves what said Shavarsh Kocharyan.

Shavarsh Kocharyan also noted the points that the Commission had represented incorrectly when announcing the competition or hadn't represented at all. In the announcement requirements on staff figures, any data on its education level and professional training are not formulated clearly, there's no demand on tecknical guarantee for tecknical means to be used. Either it is not demanded to note when the winning channel will be broadcasted.

" What right had the Commission to infringe the Law exceeding its authority and determining conditions running counter to the Law when the Law currently in force makes no provision for executing such a competition?. Everything was made infringing the Law",- says Shavarsh Kocharyan.

He also informs that the danger on "A1+" TV Channel chucking out of the field had been spoken about during all periods of Law discussion. He is also sure that the law draft on "Mass Media" was primordially directed against "Haykakan Jamanak" and "Aravot" Dailies.
