Teachers of special school demand a new contest: they applied to the Administrative Court (video)
The pedagogical staff of No 17 special school demands to appoint a director in compliance with the law. Contest was announced on January 4, but it wasn’t held; either the representative of the Ministry of Science and Education was unwell, or three out of 8 members of the council were absent. As a result, Minister of Science and Education Levon Mkrtchyan, made a solely decision on the appointment of a new director. “The new director, according to the news, is the wife of Bagrat Yesayan, adviser to the RA Minister of Education and Science. During the first contest she didn’t have a certificate, and received it only on March 30. They postponed these contests so that she be able to obtain a certificate, participate and without taking into account the votes of the members of the council, make a solely decision,” Noyem Khachatryan, teacher at No 17 special school, told “A1+”. “We, maintaining the human norms and norms of ethics, every time patiently waited for the next session, which were cancelled,” noted head teacher of the school Marieta Avetisyan. Vergine Yesayan, who was appointed a director, worked as a deputy director at Yerevan Medical-Psychological-Pedagogical Assessment Center for 9 years. Teachers at No17 special school do not underestimate her skills, but they have their candidate. “We have three candidates and one of them is our preferred candidate, Hayarpi Minasyan, who is a member of our staff, she has worked 15 and more years and she is very close to pedagogy. If one of those three candidates is elected by fair voting, we will admit it,” states Marieta Avetisyan. In the afternoon the Ministry must have introduced the new director to the personnel of the school, but it didn’t happen. According to the words of the Head of the Department of the General Education of the Ministry of Science and Education, the reason is that the acting director is at hospital. “It isn’t nice to introduce the candidate for a director when the acting director is at hospital,” Ashot Arshakyan, Head of the Department of the General Education of the Ministry of Science and Education, told “A1+”. Ashot Arshakyan doesn’t agree with the assessments that the contest wasn’t held in an appropriate way, “There are clear rules on the election and appointment of a director, and the process was held according to that rules; in case of lack of quorum twice, the Minister himself appoint a director.” Representative of the Ministry can see some intention in the protest action of the pedagogues, “We can assume that there is some intention. I think it is connected with one of the candidates, Hayarpi Minasyan, who is a daughter of the former director.” At the instruction of the Prime Minister Karen Karapetyan, kinship, sponsorship and clash of interests must be excluded while electing directors at schools. The pedagogical staff of No 17 special school submitted their demand to the Administrative Court.
